Newly released surveillance video sheds light on the harrowing moments when a sniper opened fire at a U.S. Immigration and Customs Enforcement (ICE) facility in Dallas. The footage shows ICE agents rushing to shield handcuffed detainees as gunfire erupted from a rooftop, even dragging wounded individuals to safety while under attack.
The assault occurred on September 24, 2025. A bolt-action rifle was used to open fire from a nearby rooftop onto the ICE building’s sally port, where detainees were being unloaded from a transport van.In total, one detainee was killed, while two others were critically injured. The shooter, identified as 29-year-old Joshua Jahn, died by suicide at the scene.
Notably, no ICE personnel were harmed in the attack.
The footage reveals agents performing under extreme pressure. With detainees shackled, some bleeding or stumbling, officers are seen running to provide cover, dragging individuals to safer areas, and moving them deeper into the facility to avoid further harm.
In one moment captured by the video, agents inside the building are shown stepping into the sally port area, taking cover behind vehicles and structures, and pushing the detainees further inward to shield them from the sniper’s view.
Authorities describe the shooting as a premeditated attack aimed at ICE agents, rather than detainees themselves. Jahn left behind multiple anti-ICE notes and a bullet bearing the inscription “ANTI-ICE,” signaling ideological intent.
The FBI reported that Jahn had downloaded a document listing Department of Homeland Security (DHS) facilities and searched for apps tracking ICE agents.
FBI Director Kash Patel stated that evidence points to a “high degree of pre-attack planning.”
Department of Homeland Security (DHS) officials condemned the attack as a targeted act of violence against ICE, labeling it “vile” and motivated by hatred.
In a public statement, DHS Secretary Kristi Noem urged critics to recognize that rhetoric attacking ICE officials carries real-life consequences, noting that ICE agents are people too—mothers, fathers, community members.
The incident has prompted heightened security at ICE facilities nationwide and triggered renewed debates on how political discourse toward law enforcement may contribute to violence.
