NEW: Details Revealed As Iran Sends Nuclear Proposal To U.S.

Iran has delivered a new nuclear proposal to the United States through Qatari intermediaries, but Tehran is demanding sweeping concessions from Washington before agreeing to further negotiations aimed at ending the war.

The proposal, submitted Thursday, outlines seven conditions Iran wants addressed before diplomatic talks can move forward, according to a senior Iranian official who spoke to Reuters.

President Donald Trump’s administration has received the document and is reviewing its contents, the official said.

However, Tehran’s demands could create another major obstacle to a diplomatic breakthrough, particularly as Washington continues pressing Iran over its nuclear program.

Among the conditions are demands that the United States compensate Iran for damage sustained during the conflict, lift economic sanctions and end its naval blockade of Iranian ports.

Iran also wants billions of dollars in frozen assets released and a reduction in the American military presence throughout the Middle East.

The proposal further calls for an end to regional hostilities, including fighting involving Iranian-backed forces in Lebanon and Gaza.

Tehran is demanding a permanent conclusion to the war rather than another temporary ceasefire, according to the reported terms.

The demands put significant pressure on Washington, which has maintained that Iran‘s nuclear activities must be addressed as part of any serious diplomatic agreement.

Iranian officials, however, are signaling that they expect concessions before substantive negotiations can begin.

Iranian security official Mohsen Rezaei reinforced that position Thursday during a visit to Russia, warning that Tehran would not resume negotiations or reopen the Strait of Hormuz until its conditions were satisfied.

The strategically important waterway has become a central point of contention during the conflict because of its role in transporting oil and other energy supplies from the Persian Gulf.

Disruptions involving the strait have raised concerns about international shipping, energy prices and the broader economic consequences of the war.

The dispute over sanctions and frozen assets presents another challenge.

American sanctions have long been used to pressure Tehran over its nuclear activities and regional military operations. Removing those restrictions would represent a significant concession by Washington.

Iran’s demand for financial compensation adds another difficult issue to negotiations, particularly because the two governments remain sharply divided over responsibility for the conflict.

The war began Feb. 28 when American and Israeli forces launched strikes against Iran.

Tehran responded with attacks targeting Israel and Gulf countries hosting American military installations, while fighting subsequently spread to other parts of the region.

Israel and the Iranian-backed Hezbollah organization have exchanged attacks in Lebanon, while Houthi militants operating from Yemen have targeted energy infrastructure and other facilities in Saudi Arabia.

The expanding regional confrontation has complicated diplomatic efforts and increased pressure on negotiators seeking a lasting settlement.

Qatar has emerged as an important intermediary between Washington and Tehran, facilitating the exchange of proposals while direct negotiations remain difficult.

Iranian Foreign Ministry spokesman Esmaeil Baghaei indicated earlier this week that the country’s seven-point framework would form the basis of discussions with American officials.

Reuters also reported that Iranian negotiators had recently departed talks in Doha while a draft proposal continued circulating among intermediaries.

Those discussions have intensified amid concerns that military operations could resume following Tuesday’s U.S. midterm elections.

Trump has declined to rule out renewed American military action, while Iranian officials have warned of broader retaliation if hostilities restart.

The competing positions leave negotiators facing a difficult choice between addressing Tehran’s demands and securing meaningful restrictions on Iran’s nuclear activities.

For the Trump administration, the central challenge is determining whether the Iranian proposal offers a workable path toward ending the conflict without abandoning Washington’s longstanding nuclear security concerns.

Iran, meanwhile, is attempting to make sanctions relief, financial compensation and changes to America’s military posture prerequisites for further negotiations.

No agreement has been announced, and the United States has not publicly accepted Tehran’s conditions.
