The House Ethics Committee announced Tuesday that it had opened a review of allegations concerning Rep. Max Miller, a Republican representing Ohio’s 7th Congressional District.
The committee stated that it is examining whether Miller “may have engaged in domestic violence and abuse or illegal drug use in violation of the Code of Official Conduct or any other applicable standard of conduct.” The panel noted that the decision to investigate and publicly disclose the review does not itself indicate that any violation has occurred, and it indicated it would make no further public comment except in accordance with its rules.
Earlier in the day, Miller had personally asked the committee to open the investigation. “In light of all the renewed interest in my family affairs I am going to file my own paperwork for an ethics investigation into myself to clear my name from these horrific attacks on myself and family. I have absolutely nothing to hide. We will be providing the committee all necessary documents needed for a detail examination. The accusations continue to change, but my facts stay the same. I am looking forward to my colleagues reading everything for themselves,” he said.

The investigation comes after a number of disturbing domestic abuse allegations were levied against Miller by Emily Moreno, the daughter of Senator Bernie Moreno (R-OH), following the couple’s divorce. Miller and Emily Moreno were married from 2022 until their divorce in 2025. They share a two-year-old daughter and have been engaged in a contested custody matter following the split.
Emily Moreno has alleged in court filings that during their marriage Miller held a gun to her head, pushed her against a wall and struck her head, scalded her by throwing hot water, and that their daughter sustained a fractured collarbone. Miller has denied causing the collarbone injury and stated that the child was no longer in his care when the injury was discovered.
“I have never abused our daughter,” Miller said in a roughly 20-minute livestream following the allegations. He added that he “categorically denies” the abuse allegations and stated that there is no evidence. “I’m not getting out of this race, and I’m winning in November,” he added in the livestream.
Miller represents Ohio’s 7th Congressional District and had been endorsed by President Donald Trump prior to the allegations. The district has been viewed as competitive in the context of the 2026 midterm elections.
