President Donald Trump dropped a massive new proposal Wednesday night, promising a $5,000 dividend check to adult American citizens if Republicans keep control of the House and Senate in November.
Trump unveiled the plan during the Republican Party’s midterm convention in Dallas, putting a potentially significant cash payment at the center of his pitch to voters heading into the final stretch of the midterms.
“If the Republicans win, you win with us, and you get $5,000,” Trump said during the GOP’s midterm convention in Dallas. “It will be called the Trump Dividend.”
Trump compared the proposed payments to distributions made by successful corporations to their shareholders, pointing to “our tremendous strength and success economically.”
The president also laid out one condition for receiving the money: The dividend would have to be spent in the United States.
Trump did not provide additional details on exactly how the dividend check would be distributed or funded.
Vice President JD Vance later offered more insight into the proposal, suggesting wealthy Americans would not receive the payments and pointing to tariff revenue as a potential source of funding.
Congress would likely have to authorize the payments before checks could be sent.

The price tag would be substantial. A $5,000 payment distributed broadly among America’s adult population would put the total cost well above $1 trillion, although the final figure would depend on exactly who qualifies under the proposal.
Trump has previously floated using tariff revenue to send money directly to Americans, including a proposal last year for $2,000 tariff dividend checks for low- and middle-income citizens.
The new $5,000 dividend check proposal dramatically raises the stakes.
Trump has made maintaining Republican control of Congress a major priority as he seeks to keep his agenda moving during the final two years of his second term.
The president also acknowledged the longstanding political problem facing the party occupying the White House during midterm elections. Presidents have historically watched their parties lose congressional seats two years into their terms.
“We’re going to change that,” Trump said. “There’s no reason for it.”
Now Trump is giving voters another reason to pay attention to November.
