Democrats are demanding Senate Republicans give up a key crackdown on government waste in President Trump’s One Big Beautiful Bill as their price for passing a new farm bill.
Under Trump’s law, states with SNAP payment error rates above 6 percent will begin covering a portion of their own benefit costs starting in October 2027. States that exceed the threshold will be responsible for between 5 and 15 percent of those costs, depending on how high their error rates climb.
The change would finally give states a direct financial consequence for improperly administering a program that produces more than $10 billion in improper payments every year. Until now, states with some of the worst error rates have been spared from the cost of their mistakes, leaving American taxpayers to pick up the tab.
Under Trump’s One Big Beautiful Bill, that will no longer be the case. States with error rates below the threshold will continue to have their benefit costs covered by the federal government, while those above it will be required to start contributing, with the worst-performing programs facing the largest bill.
The provision was one of several major changes to SNAP included in Trump’s signature legislation, but Democrats are now seeking to delay it before it ever takes effect.
Their price for reaching a deal on the farm bill is a two-year delay of the new state cost-sharing requirements, according to those familiar with the negotiations.
If Democrats get their way, states with high SNAP error rates would get another two years of handouts from the federal government that President Trump worked to stop.
But Republicans enter the fight holding all the cards. Trump’s SNAP reform is already law. If Congress does nothing, the cost-sharing requirements take effect on schedule in October 2027.
In other words, Democrats need Republicans to agree to the delay. Republicans do not need Democrats to preserve the provision.
For GOP senators who spent years campaigning on cutting government waste and holding the government accountable, handing Democrats that concession before Trump’s reform even takes effect would be difficult to defend.
Republicans have no reason to blink. They have the law, they have the leverage, and they already won the fight. Democrats can demand a delay. They cannot get one unless Republicans cave.
Senate Republicans should stand tall, hold the line and let Trump’s SNAP crackdown take effect exactly as Republicans promised.
