Rayden Tanner Coleman, a 19-year-old from Columbia City, Oregon who admitted, to plotting a gruesome assassination plot targeting U.S. Immigration and Customs Enforcement (ICE) agents, avoided jail time when he was sentenced in Columbia County Circuit Court earlier this week.
Coleman pleaded guilty to two counts of unlawful manufacture of a destructive device, a Class C felony. Judge Michael T. Clarke imposed 36 months of supervised probation and 75 days in jail, with credit for time already served since his February 4 arrest.
Additional conditions require continued mental health treatment, participation in evaluations, forfeiture of seized weapons, and payment of $550 in fines and fees. Coleman is also prohibited from possessing weapons, firearms, or dangerous animals.
As part of the plea agreement, prosecutors dismissed 13 other charges. Those included first-degree attempted domestic terrorism, second-degree domestic terrorism, attempted assault, and multiple counts of unlawful manufacture and possession of destructive devices.

Coleman had originally faced 13 charges after his arrest, while a grand jury later added the two domestic terrorism counts, bringing the total to 15.
The case began after acquaintances and the parent of a roommate contacted authorities in early 2026. Coleman, then 18, had discussed plans following a January incident in Portland in which federal officers shot two people. He shared statements on Discord and a document described as a manifesto, prosecutors established.
In messages, he wrote that he was “sick and tired of it” and planned to obtain a firearm to “actively kill any ICE agents killing or kidnapping civilians.” He described forming a group called the Cascadia Rangers or Cascadia Rangers Coalition and establishing a separatist entity referred to as Cascadia. He told others he intended to travel to the Confederated Tribes of the Warm Springs Reservation to recruit members and would bring the severed heads of ICE agents as proof of commitment.
According to a probable cause affidavit and court documents, Coleman planned to follow ICE agents as they left the Portland facility on Macadam Avenue, using night-vision equipment and camouflage clothing. He intended to use explosive devices, including Molotov cocktails, against the agents and then behead them with a hatchet or tactical axes, taking the heads as trophies.
Associates reported helping him collect empty glass bottles. Coleman later told investigators he filled some bottles with sand to practice throwing them before converting them into incendiary devices. Around the same time, he was making installment payments on an AR-style rifle scheduled for delivery around February 5.
St. Helens police arrested Coleman during a traffic stop at the assisted-living facility where he worked. A search of his vehicle found glass bottles containing sand, surveillance equipment, tactical axes, military knives, shovels, and materials consistent with Molotov cocktail construction, including accelerant according to a Department of Homeland Security statement.
In interviews, Coleman acknowledged planning attacks on federal officers and stated that if he had received the rifle he would have carried out the plan. He later said some comments about beheading were made in anger and that he was not serious about that element. In his plea petition he wrote that he “unlawfully and knowingly assembled, produced, or manufactured two destructive devices.”
The sentencing concluded the state case. Coleman received credit for the approximately seven months already spent in custody, resulting in no additional jail time beyond the credited 75 days.
