President Donald Trump scored a temporary court victory in his push to tighten oversight of mail-in voting, as a federal appeals court in Washington paused a ruling that had blocked a proposed U.S. Postal Service election rule.
A unanimous three-judge panel of the D.C. Circuit Court of Appeals on Friday put on hold a lower-court decision that had stopped the Postal Service from moving ahead with the Trump-backed proposal.
The rule would require states to create lists of approved mail-in voters and provide voter-list information to the Postal Service before ballots are delivered.
But the administration does not yet have a green light to implement the policy.
A separate federal judge in Massachusetts blocked the rule last month, and that injunction remains in effect.
The legal fight centers on Trump’s effort to force more accountability into mail-in voting, a system Republicans have long warned is too loose, too opaque and too vulnerable to chaos when ballots are flying through the mail without tighter verification.
Postmaster General David Steiner made the stakes clear during a Senate Homeland Security and Governmental Affairs Committee hearing last month.
“Yes or no — if a state refuses to turn their absentee voter list over to the federal government, will the Postal Service still mail their ballots under this proposed rule?” asked Sen. Gary Peters, D-Mich.
“Under our proposed regulation, no. We would tell the state that we need the manifest,” Steiner said.
The NAACP sued over the proposal, arguing it violated a 2021 settlement with the Postal Service after the group challenged delays in mail-in ballot delivery ahead of the 2020 election.
Under that settlement, the Postal Service agreed to “prioritiz[e] . . . the timely delivery of Election Mail” for every national election through 2028.
But the appeals court said Friday that the Trump administration is likely to succeed because the lawsuit was premature, since the rule has not been finalized, and because the proposed regulation is not clearly covered by the 2021 settlement.
The panel also said the administration showed it could suffer irreparable harm if the Postal Service is blocked from finalizing and implementing the rule before the midterms.
“In this context, ‘there can be no do over’ once the election occurs,” the ruling said.

That line cuts straight to the heart of the election-integrity fight.
Once ballots are mailed, counted and certified, the damage from a broken process cannot simply be unwound after Election Day.
Democrats and left-wing legal groups have cast the proposal as an attack on mail-in voting.
Republicans see it as common sense: if states want ballots delivered through a federal mail system, they should be able to provide clean, verified voter lists.
The NAACP celebrated the lower-court order earlier this month, accusing Trump of trying to interfere with mail voting and warning that the rule could block ballots from being delivered.
The Trump administration has argued the proposal is about protecting election integrity and making sure mail-in ballots go only to verified voters.
The D.C. Circuit ruling does not end the legal battle.
But it gives the White House a major opening as Trump presses Congress and federal agencies to crack down on what he calls vulnerabilities in U.S. elections.
The ruling also signals that other appeals courts may be receptive to the administration’s argument that lawsuits challenging the rule are premature before the regulation is finalized.
If the Massachusetts injunction is lifted, the Postal Service could move closer to implementing the policy while the lawsuits continue.
That could push the fight past the November midterms.
