A sweeping new inquiry into Britain’s notorious grooming gang scandal is putting attention on decades of child sexual exploitation, institutional failures and allegations that authorities were reluctant to confront the backgrounds of perpetrators.
The Rape Gang Inquiry, led by survivor Sammy Woodhouse and former MP Rupert Lowe, examined organized groups accused of targeting vulnerable girls across the United Kingdom. The report argues that predominantly Pakistani Muslim gangs were responsible for a significant portion of the group-based child sexual exploitation cases it studied while police, social services and other institutions repeatedly failed victims.
Frontlines TPUSA highlighted the investigation in a video posted Tuesday, warning that the scandal should serve as a lesson far beyond Britain.
The inquiry says roughly 87 percent of convicted offenders in the group-based child sexual exploitation cases it analyzed had “distinctively Muslim names.” The report further argues that authorities failed for years to adequately confront potential cultural and religious factors surrounding some of the offenders.
That statistic applies to the particular collection of group-based exploitation cases analyzed by the inquiry and does not mean Muslims committed 87 percent of sexual offenses in Britain generally. The report’s broader conclusions about religion and culture have also generated controversy and should be distinguished from findings of Britain’s official government investigations.
Woodhouse, one of Britain’s most prominent grooming gang survivors, has described being sexually exploited as a teenager in Rotherham. She has accused authorities of possessing extensive information about perpetrators, victims, vehicles, meeting locations and trafficking methods while nevertheless failing to protect children.
In the Frontlines TPUSA video, Woodhouse recalled one encounter with police when she was 15 years old and missing.
“The police raided a property and I was half naked in bed with him,” Woodhouse said. “They actually arrested me and not him.”

Woodhouse claimed authorities subsequently allowed her abuser to walk free and said evidence from her case showed officials knew extensive details about the gang’s operations.
“We wasn’t just going up against him and his gang,” she said. “We was going up against the entire system.”
The report alleges those failures extended beyond individual police officers, pointing toward social services, local authorities and other institutions responsible for protecting vulnerable children.
Frontlines TPUSA argued that the scandal should also be viewed as a warning for the United States.
“This isn’t only Britain’s warning. America should be paying attention,” the organization wrote. “When institutions become more afraid of controversy than of failing children, the consequences can be catastrophic.”
Britain is now conducting a separate statutory Independent Inquiry into Grooming Gangs, formally launched in April. That government-backed investigation is expected to examine the role ethnicity, religion and culture may have played alongside the institutional failures that allowed children to remain vulnerable.
For survivors who have spent years demanding answers, the investigations could finally force institutions to publicly account for decisions made while vulnerable girls were being exploited.
The question now is not simply how these gangs operated for so long, but how the institutions charged with protecting children repeatedly allowed them to do so.
